Every person and every creature on the planet is under the hand of God regardless of what their relationship is with Him.
To place ourselves in the Hand of God is to acknowledge the providential care of our Lord in our lives. When we constantly seek Him, we will be safe under the shadow of His wings and He will deliver us from the hand of the enemy.
God watches over His people with His love. We need to surrender unto Him with our sincere heart and we will experience the goodness and the greatness of our God.
